How do you calculate Moon rise times at a given location and time?

This is actually rather complicated because first you have to know exactly where the Moon is in its orbit. If you consult the U.S. Nautical Almanac for 1996, it provides a complete discussion of how to do this, plus tables of moonrise/moonset times for various latitudes and longitudes.
