Can Venus be seen in the daytime with binoculars?

I believe the answer to this is yes, if you know exactly where to look and use a tripod. Seeing is best within a few hours after sunrise, and by noon, my intuition tells me it should be almost impossible to see Venus except with a small telescope pointed in the right direction. There is an amateur astronomer in Baltimore or Washington DC that puts up his telescope on street corners to show people Venus.
