Yes. Evidently every 13 months, Earth and Jupiter are connected to the same solar wind magnetic field lines, and they serve as a pipeline to let electrons accelerated from Jupiter's magnetosphere travel to Earth and be picked up as cosmic ray enhancements with this period.
