I know of no such correlation, mainly because we do not have any examples of smart creatures/beings by which to compare. Given that physical laws are objectively fixed for all beings, all radio telescopes should look essentially the same because their design stems from physical principle not choice. Space travel for micro organisms and mice would be trivial, for whales prohibitive because the expense to an economy varies as the square of the mass to launch.
