So long as you do not change the geometry of space from other than pure Euclidean, the ratio of the circumference of a circle to its diameter is a constant to a zillion decimal places. Only your method for computing it may change and give the impression that IT is changing, but in fact it is only the accuracy of your computation method which has changed.
