How is it possible for ice to exist on the Moon without sublimating away?

I have no idea. I have followed the discussions about the possible discovery of ice on the Moon, in a crater on the south pole that is permanently in shadow, but I have not been able to get enough of the details to make any professional sense out of the story. One possibility is that it is sub-surface ice locked deep in the lunar regolith, or locked up in various rock compounds. Possibly radar reflection observations can sense the sub-surface ice if it is not buried too deeply.
