Where can I get information about lunar phases, moonrise and moonset times, and the position of the Moon in the sky?

All of this information is available from the Astronomical Almanac published by the US Naval Observatory. Pages A46-A77 give the moonrise and moonset times for each day of the year. Pages D6-D21 give the lunar sky position in Right Ascension and Declination, together with the fraction of the moon illuminated ( 0.0 = New Moon, 1.00 = Full Moon and 0.5 = Half ( or Quarter) Moon). I would think that your local library or college library ought to have a copy of this as a standard reference book. There is also a website at the US Naval Observatory for finding sunrise and sunset and lunar phases.
