No one really know except that Jupiter, Saturn and neptune all have these large spots which come and go from time to time. The Red Spot has been there for over 300 years. The White Spot on Saturn and the Black Spot on Neptune have apparently vanished since the time that Voyager say them a decade ago. We do not know what triggers these events. Small comet impacts?
