How close to the Milky Way were the Hubble Deep Field proto-galaxies when the Milky Way was born?

If they are located about 13 billion light years away at a redshift of about z = 4, then when the Milky Way was formed, they were probably about 13 billion light years/(1+z) = 2 billion light years away not allowing for some general relativistic corrections and for the details of exactly which kind of universe we live in.
